FY2011 Request: $43,593 million FY2010 Enacted: $42,602 million
The Department of Homeland Security (DHS) has a vital mission: to secure the nation from the many threats we face. This requires the dedication of more than 230,000 employees in jobs that range from aviation and border security to emergency response, from cybersecurity analysts to chemical facility inspectors. The President’s Budget provides $43,593 million to DHS to achieve these goals.
Safeguard Our Nation’s Transportation Systems
- $734 million to support the deployment of up to 1,000 new Advanced Imaging Technology (AIT) screening machines at airport checkpoints and new explosive detection equipment for baggage screening in FY2011.
- Increase the number of international flights covered by Federal Air Marshals to defend against attempted attacks on aviation.
- $54 million for the continued modernization and streamlining of transportation security vetting and credentialing, which will reduce redundant TSA processes and systems.
Prevent Biological, Radiological, and Nuclear Attacks
- $89 million for the procurement and nationwide deployment of next-generation BioWatch sensors. These sensors will detect bio-attacks at the earliest possible instant.
- $61 million for radiation detection equipment to enhance DHS detection capabilities at seaports, land-border crossings, and airports.
Strengthen Border Security and Immigration Verification Programs
- $4.6 billion to support 20,000 Border Patrol agents and complete the first segment of Customs and Border Protection’s (CBP) virtual border fence.
- Includes $94 million for 300 new CBP Officers for passenger and cargo screening at ports of entry as well as expansion of pre-screening operations at foreign airports and land ports of entry.
- More than $1.6 billion for Immigration and Customs Enforcement programs to expeditiouslyentify and remove from the United States illegal aliens who commit crimes. Included in this total is continued support for the Secure Communities program.
- $137 million for enhancements and expansion of immigration related verification programs at U.S. Citizenship and Immigration Services.
Protect Critical Information Networks
- $364 million to support the operations of the National Cybersecurity Division which protects federal systems, as well as continuing efforts under the Comprehensive National Cybersecurity Initiative, to protect our information networks from the threat of attacks or disruptions.
Bolster National Preparedness and Response Capabilities
- $538 million to construct the fifth Coast Guard National Security Cutter and $240 million to produce four new Fast Response Cutters. Funding of $45 million enables Coast Guard to move ahead with selection of a design for the Offshore Patrol Cutter.
- $4 billion in state and local programs, including Firefighter Assistance Grants, for equipping, training, exercising, and hiring first responders.
- Included is $1.1 billion for the Urban Area Security Initiative, directing resources to the metropolitan vicinities with the highest threat based on a risk management methodology.
- $600 million provides essential support to the transportation sector through the Transit and Port Security Grant Programs.
- $1.95 billion for disaster response and resilience efforts by funding the Disaster Relief Fund.
High-Priority Performance Goals The Administration is committed to building a transparent, high-performance government capable of addressing the challenges of the 21st century. As part of developing the budget, every departmententified high-priority performance goals (along with the strategies and in-house resources to achieve them) that each will work to accomplish over the next two years. Highlights of this department’s goals are:
- Prevent terrorist movement at land ports of entry through enhanced screening while expediting the flow of legitimate travel.
- Complete deployment of Western Hemisphere Travel Initiative facilitative technology to low volume land ports of entry.
- Mature and unify the Homeland Security Enterprise through effective information sharing.
- Increase the percentage of information sharing agreements that allow for the sharing of information across all DHS components.
- Improve security screening of transportation passengers, baggage, and employees while expediting the movement of the traveling public (aviation security).
- By 2012, ensure that wait times for aviation passengers is less than 20 minutes.
- Improve the efficiency of the process to detain and remove illegal immigrants from the United States.
- Increase the number of dangerous criminal aliens removed by four percent per year.
