On Friday, January 17, 2020 a memorial service was held at the Department of Health and Human Services, in the Hubert Humphrey Grand Hall at HHS headquarters.
Opening remarks were made Dr. Robert Kadlec, Assistant Secretary for Preparedness and Response (ASPR). Secretary Alex. M. Azar II highlighted Ed’s many accomplishments and life long contributions to safeguard the country.
Ed was the Principal Deputy Assistant Secretary for Preparedness and Response. He served as principal advisor to the ASPR on all matters in support of the Department’s public health emergency preparedness and response and recovery activities, programs, and policies. Ed provided strategic oversight to the organization with an emphasis on enhancing state and local preparedness, policies and plans relating to public health and medical emergencies, emergency response operations, financial analysis and advanced development of and manufacturing of critical medical countermeasures for man-made and naturally occurring public health threats.
Prior to joining ASPR, he served as Director, Global Crisis Management and Business Continuity, for The Walt Disney Company.
However, many will remember Ed for his work and love of being a first responder in New York City. He was a twenty-six year paramedic veteran retiring as an Assistant Chief/Division Commander. He served at the Office of Emergency Management (NYC*OEM) as Deputy Commissioner for Planning and Preparedness and was responsible for all preparedness and planning-related strategy, projects and initiatives until he retired from NYC Government.
Ed was credentialed as a Certified Emergency Manager (CEM), a Certified Business Continuity Professional (CBCP) and a Paramedic (AEMT-P). He earned a Bachelor’s Degree (BA) from the College of New Rochelle and a Master of Public Administration Degree (MPA) from Rutgers University. He is survived by his wife of 37 years Patricia and two daughters. To commemorate Ed, donations can be made to BRAVO or the 9/11 Fund via the FDNY Foundation.
