FEMA now accepting volunteers for the BRIC National Review Panel

FEMA is accepting applications for volunteers to assist with the virtual National Review Panel for the fiscal year 2021 Building Resilient Infrastructure and Communities program, also known as BRIC. BRIC is a competitive FEMA grant program to support states, local communities, tribes and territories. The panel reviews submitted subapplications for hazard mitigation projects that aim to reduce the risk from disasters and natural hazards. 

The virtual National Review Panel scores subapplications submitted to the national competition and require a qualitative review. FEMA anticipates the panels will increase transparency into the decision-making process for applicants, while building capability and partnerships with the panelists.

These volunteers will leverage their experience and expertise during the review to assess the degree to which subapplications meet the six BRIC qualitative evaluation criteria: Risk Reduction/Resiliency Effectiveness; Climate Change and Other Future Conditions; Implementation Measures; Population Impacted; Outreach Activities; and Leveraging Partners. 

FEMA will announce the selected panelists at the end of February.  

Panelist Requirements

  1. There will be no compensation for participation
  2. Provide own computers
  3. Must be a government employee at the federal, state, local, tribal or territorial level
  4. Must attend virtual training to go over how to review subapplications and score accordingly

 

The application period for state, local, tribal and territorial representatives to submit expressions of interest to participate in a panel is opened until Jan. 14, 2022.

Dates that The National Review Panel Will Review

  • Week 1 March 7-11, 2022

  • Week 2 March 14-18, 2022

  • Week 3 March 21-25, 2022

During these weeks, National Review Panelists will meet daily from 11 a.m. to 5 p.m. Eastern Time. All reviews will be conducted virtually and FEMA will provide each participant a reference handbook.
