STERLING, Va. - Memex, Inc., a leading provider of intelligence management, data sharing, search and analysis solutions, announced today its support of the National SAR Initiative (NSI), enabling municipal and state law enforcement agencies to share Suspicious Activity Reports (SARs).
NSI offers a way to enhance investigations and analysis via information exchange. This landmark initiative gives police the ability to share SARs nationwide - beyond CAD (Computer-Aided Dispatch) and RMS (Records Management System) data - to help piece together criminal conspiracies and prevent major crimes.
The Memex information management suite allows agencies to join the NSI and automatically share SARs with agencies across the U.S., thus enhancing investigations and analysis while minimizing the impact on human resources. Memex also adheres to the NIEM (National Information Exchange Model) and the information sharing environment ISE-IEPD (Information Sharing Environment- Information Exchange Package Documentation) used by the initiative.
Adding Memex support for NSI means that while SARs are stored locally in a municipality, distant agencies searching for a clue can find key information in a search and then connect the dots in an investigation. NSI paves the way for sound intelligence work and aids intelligence-led policing.
“Potentially, the information you collect in SARs can make sense to another department, even if you didn’t vet them,” said Steve Serrao, Director of Product Management, Americas Region for Memex. “Theea is to share evidence of precursor activity, like a report about somebody buying new SIM cards and five propane tanks on the same purchase. Sharing the report can solve the crime or prevent it.”
While some law enforcement executives are uncertain about the rules of engagement regarding SARs, Memex can clarify the issues.
“We believe that SARs can be pursued without compromising civil liberties through objective access to data and competent, valid police investigations,” said Neil Schlisserman, Vice President of Americas for Memex. “A national SARs standard also promotes uniformity and best practices for those agencies that step up and participate.”
Funding assistance for IT implementations may be available through BJA (Bureau of Justice Assistance) and other sources.
